    Bangladesh Open University was established to meet the needs of higher education and to turn a large number of people deprived of educational opportunities and falling out of the education mainstream into skilled human resources. The main objectives of BOU is to create a skilled population by improving the quality of education by expanding multidisciplinary education and knowledge-science through the use of communication technology, making education accessible to the public through mass orientation. The ICT unit of the ICT and e-learning center was established to support the information and technology-based open and distance learning activities of BOU as part of the main goals and objectives of BOU and the Smart Bangladesh initiated by the Hon'ble Prime Minister of the People's Republic of Bangladesh, Sheikh Hasina as part of her government's Vision 2041
